ESG Program: This HUD program makes grant funds available to eligible entitlement communities in an effort to: improve emergency shelters provide for the operation for such shelters and provide certain essential social services to the homeless population and those facing homelessness. The County, with the assistance of the ESGP Advisory Board, funds activities under the following three categories:

• operations/maintenance,
• homeless prevention, and
• essential services.
