This describes a proposed effort to expand the use of SalesForce.com by FPSPBC. This effort will dovetail with the work done by Dan Paulus but will be done by Carl House with help from others. Priorities are:

1. put my database of faith communities in a form where people other than me can maintain it and use it,

Auto Donation/Repair
On 8/10/06 we talked with the Minister of Benevolence at Calvary Chapel in Ft. Lauderdale, Rev. Jason Mann. He said they have 1000 members in Boca, 1000 members in Plantation, and 19,000 attend in Ft. Lauderdale each Sunday. He said parisioners give cars to the church for needy people 6 or 8 times a year. He always talked about single moms being the recipient. He said people receiving cars often think that since it came from the church there is an implied warranty. Sometimes people say "you gave me this car but there's something wrong with it, so the church should fix it." So he is very clear, even asking them to sign a statement, that the church is not resonsible for anything that goes wrong. He said that sometimes the church will buy a car for someone, and they always do it as a straight market deal allowing the dealer to handle everything. It is clear that Calvary is happy to make friends among their new neighbors in Boca Raton. Marjorie O'Sullivan says that 3 or 4 times a year someone gives a car to St. Joan of Arc, Rose Marie Arnold always asks Marjorie if she knows anyone who should get it. I think StG should have very public message asking people to donate cars that are in good condition to be given to needy familiies. Here's my reasoning. Whoever StG member will dispose of the car to has no idea if it good or not, will simply give blue book value and probably dump it at auction. A car from a StG person has good chance of being a good car, especially if we say we only want good cars. Therefore giving a StG car probably represents much better odds of helping a person acquire a car. e.g. the person we give it to is getting a $2000 car that a dealer would only give the StG person $1000 for. We might even phrase our request in a way that reminds people of that. "You may have an old car that you would contemplate giving to a needy family. If you trade your old car in, you'll probably only get blue book value even if you've taken very good care of it. The dealer is not going to take the time to determine that it is a good car. Whoever we will give it to really needs that good car. With tax conderations of your gift, you might give a gift worth $2000 to a needy family that only costs you $200 after tax." (We should get these numbers confirmed by someone with knowledge of tax law.)

Permanent Housing

First Time Homebuyer Program (FHP): A person who has never owned a home can get help from the Federal Home Loan Bank Board. The homebuyer needs a minimum of $500 and if awarded assistance gets 5 times the amount they put up. Their income must be 80% of area median income or less and must have a minimum credit score of 580. The average subsidy given with this award is $9,209 and it is ok to combine this subsidy with other assistance programs. The FHLBB subsidy is forgiven 20% per year, so if the homebuyer keeps the house for 5 years the subsidy is entirely forgiven. The availability of this program is announced one a year, usually in January, and awards are made on a first come first served basis. There is no scoring of applications; there is no competition.
The Affordable Housing Program (AHP): The Federal Home Loan Bank Board provides financing for sponsors (for profit or non-profit developers) who have a viable project with 5% of financing committed. The FHLBB provides up to 95% of costs for projects developed for people making at or below 80% of area median income. These grants are available annually, usually around July 1, and are competitive. Applications are scored up to 100 points. Five of the 100 points are given if the project is intended to be housing for the homeless. Since our Family Promise networks do not have capacity to act as developer, we would partner with a developer who does have professional capability like CARRFOUR in Miami.

10 churches and synagogues in south PBC have formed a Family Promise network to help homeless families and another network is being developed in north PBC.

Westgate Tabernacle Church's doors have been open to homeless persons and families continuously since 1929.......

The County Commission has appointed an advisory board....

The governmental and service agencies that serve the homeless in Palm Beach County having been working on a ten year plan to "eliminate homelessness". This is a requirement for receiving federal funding for homeless programs. Those working on the 10 year plan have determined that shelters should be created in three locations in PBC.......

The Homeless Coalition of PBC held a workshop ...... and one of the conclusions of those assembled is that special effort should be made to create more effort in faith communities to help the homeless. Faith in Action of Palm Beach County has been created to help do that.

There are many avenues whereby congregations can initiate their own help to the homeless, or, for an easier path, join the effort of someone else who is already active in serving the homeless,

We have a database of congregations in or near Palm Beach County. It includes data needed for postal mailings, telephone/fax, and for e-mail. It has been used for several postal mailings and e-mailings to either Boca/Delray or to the entire Palm Beach County. As of May 25, 2011 , our Network of Congregations lists 1015 congregations, 505 clergy, 660 phone numbers, 87 websites, and 50 e-mail addresses for the institutions. We have 210 e-mail addresses for clergy. The list can be viewed by municipality and by denomination . The database has lots of telephone numbers, so the names of clergy and the e-mail list could be expanded by volunteers.

We have two lists of helping agencies that are important but not necessarily faith based. "211" has given us a list of 29 agencies who help homeless people and families. And we have our own list of 491 Helping Agencies in PBC.

Our domain name is www.faithinactionpbc.org. and the name for our effort is Faith in Action in Palm Beach County
